How do I download these backgrounds? When I click on the underlined description, it opens up another window, but does not give me a download option?

Looks like Mr. Admin doesn’t want to give his trade secrets away. There are always tutorials with this type of technique. Look elsewhere and you’ll find someone who can help out with a step by step tutorial.
Sorry, I would like to help but simply I haven’t time to write a step by step tutorial. The whole thing is in motion blur, as in almost all of my abstracts.

I can give you a few tips, there are no rules about how to make it. Make a custom shapes on a dark background, and play with motion blur and layer blending options.
